Dorothy Jean Perminter-Butler, affectionately known as Dot, was born on September 20, 1947 in Beaver
Falls, PA. to Woodrow and Geneva Browder. She was the fourth of eleven children, six boys and five
girls. On December 28, 2023, she entered into eternal rest in the comfort of her home, surrounded by
family. Dot was preceded in death by Woodrow Browder Jr. (brother), Demetria Perminter (daughter),
Woodrow Browder (father), Geneva Browder (mother) and Rebecca Thompson (sister).
Until the age of eighteen, Dot lived in Beaver Falls, PA. where she attended Beaver County Public
Schools. Dot relocated to Washington, D.C. for better career opportunities where she attended Prince
George’s Community College and American University. Thereafter, Dot landed a career with the U.S.
federal government, eventually retiring from the U.S Department of Labor (DOL) after 38 years of
service.
Dot had a kind and altruism spirit, always willing to share with others without expecting anything in
return. She simply enjoyed life and was always on the move. If there was an event or places she wanted
to attend, Dot did just that. She would often attend workout classes with her son and other family
members, shopping, traveling and engaging in dialogue about politics.
Dot loved her family immensely, but there was no secret how much she adored and cherished her
grand-daughters, Taylor and Paige and great- granddaughter, Parker. There was not an occasion big or
small that Dot did not attend in support of her family. She always kept family first and even inherited
lifelong sister; Sherry, Carie, Beatrice, Patricia “Ann”, Mirinda, Margaret and Doris along the way.
A true woman of God, Dot exuded her love for the Lord while attending Ebenezer A.M.E. Church, where
she served on multiple ministries: The Annual Woman’s Retreat Registration Team, The Pew Ministry
and innumerable hours with the Angel Tree Ministry until she was no longer able.
Dorothy leaves to cherish her memory, her devoted husband of 30 years, John H. Butler (J.B.), son
Samuel Perminter Jr. (Dawn), Stepdaughter, Tina Butler. Seven grandchildren, Taylor, Paige, Aja,
Antonia, Anthony, Lettice, Malaysia, one great-granddaughter, Parker. Three sisters, Michele Harrison-
Grant (Vincent), Theresa Butler and Mary Louise Clark. Five brothers, Charles Browder, Orlando Browder
(Lucretia), Leonard Browder, Dalas Browder and Michael Browder, and a host of other relatives and
friends who will miss her infinitely.
