James Carl Harley “Carl”, 77, of Upper Marlboro, MD, peacefully passed away at home on December 8,
2024. Born on September 29, 1947, in Upper Marlboro, MD, Carl was the son of the late James Garland
(Gill) and Romaine Harley (Tee). A man whose love for family knew no bounds, he will be deeply missed
by all who had the privilege of knowing him. Carl was one of five children, and his family was at the
heart of his life. Nothing meant more to him than spending time with those he loved, especially his wife,
Deborah Harley.
Carl had a distinguished career as a Naval Communications Specialist for the federal government, a job
that allowed him to put his sharp mind and dedication to work for his country. Outside of his
professional life, Carl was passionate about working with his hands, enjoying fishing, horse racing,
gambling, and cards. He especially loved spending time outdoors, and one of his greatest joys was
fishing with his brother-in-law, Conrad (Connie) Pickeral.
Carl was preceded in death by his father, James Garland (Gill) Harley, his sister Veronica Romaine
Simmons, and his brother Lawrence Eugene (Gene) Harley. Carl leaves to cherish his memory his loving
wife, Deborah Harley, and their children: Tonya Palmer (John Palmer), Desiree Harley-Vines, James Carl
Harley II (Malissa Harley), and Brent Harley (Ayonna Harley). He is also survived by his honorary son,
Donnie Butler, and his cherished grandchildren: Eric Vines, Kelsey Harley, Christian Harley, Ashleigh
Harley, Brandon Palmer, Amber Palmer, and Kayla Brown, along with his great-grandson, Adrian
Dunnington; his sisters Betty Ann Thompson and Linda Joyce Pickeral; nieces, nephews, and a host of
family and friends. He leaves behind a legacy of love, laughter, and unforgettable memories. Carl will
always be remembered for his deep love of family, his joy for life, and his devotion to those he cared
about.
Rest in peace, Carl. You will be missed but never forgotten.
