He attended public schools in Huntington, West Virginia. In 1950, he enlisted in the United States Air Force where he served honorably in the Korean War. On April 14, 1953 while still serving in the military he married Fern Maxine Easley in Washington, DC. To this union two children were born, Derek and Kimberly. In the 1970’s, he was selected as an intern in the Federal Management Program where he rose from (GS-9) to Personnel and Training Specialist (GS-12) in only three years. He played a key role in the Upward Mobility Program that assisted federal employees with educational opportunities. He loved his profession and provided guidance to many young people on career advancement. He passionately served this nation for 40 years with the Department of Health, Education & Welfare, and the Department of Health & Human services where he retired in 1994 as a (GS-13). In his mid-50’s, he was saved and committed his life to the Lord Jesus Christ. He loved Bible study and attending church services. In 2002 he prepared himself to better serve others by completing a Certificate in Lay Ministry from Wesley Theological Seminary in Washington, DC. He was a faithful member of his church until he was needed at home to provide around the clock care for his wife. He was a devoted husband, a wonderful father, a good provider, and outstanding role model. He was a strong supporter of higher education and sacrificed much to ensure that his children attended and completed college. He was a man of integrity, spirituality and values. He loved playing music on the saxophone and flute, his favorite hobby. James is preceded in death by his parents, one brother, Jack Ross and one sister, Stella Lewis.
