Joseph Conrad Harley, affectionately known as “Joe”, “Conrad”, and “Connie”, passed away peacefully on May 11,
2024. Connie was born to the late Joseph Preston and Mary Helen Harley. Through his marriage to Angela Harley,
they had three children: Kimberly (Neal), Deon (Lakiya), and April (Anthony). In addition, his sweetie Helen Edwards
had three children: Alicia Edwards, Donald Edwards, Jr. (Yvette), and Peggy Edwards. These four girls and two boys
made up their “Brady Bunch”.
Connie attended Prince George’s County Public Schools and graduated from Frederick Sasscer High School. After high
school, he began his career at the Washington Suburban Sanitary Commission (WSSC) and retired after 30 years as the
Warehouse Supervisor. He also worked for the Prince George’s County Public School (PGCPS) system for over 30
years before retiring from Potomac High School. After retiring from WSSC, he began working for the Maryland
National Park and Planning Commission (MNCPPC). While working for WSSC, PGCPS, and MNCPPC, Connie wore
many hats and was loved by all. He was a chef, softball coach, roller skate mobile attendant, and more. During his
tenure as WSSC’s Softball Coach for the “Green Machine”, Connie won many back-to-back Championships.
Throughout Connie’s career, he received several volunteer and achievement awards.
Connie was an amazing softball and baseball player. He was a switch hitter and could hit the ball anywhere he saw a
hole in the defense. Connie was also an avid sports fanatic. His favorites were the home teams, especially the
Baltimore Orioles, Washington Nationals, and the Bowie Baysox. He loved all sports and ensured his TV had all the
sports channels. Connie also enjoyed watching westerns and game shows.
Connie was crazy about all his grandchildren and great-grandchildren. They were crazy about him, too. He had
nicknames for them, such as Kimaya (Jack Rabbit), Khaleah (DJ), Alaycea and Autumn, affectionately known as his little
girls. His great-granddaughter Zhara affectionately called him her favorite man and loved it when he brought her honey
buns!
If you knew Connie, then you know that his standing 1st Sunday appointment for over 20 years was going to Breakfast at
the IHOP with his brother from another mother, Frank Lockerman. When Connie could no longer make it to breakfast,
Frank began visiting him at home. He also attended the Maryland State Boys High School Basketball Championship
games faithfully held at the University of Maryland for over 30 years.
Connie is preceded in death by his loving parents, his sisters Elizabeth “Betty” Thompson and Sharon Savoy,
grandparents, aunts, uncles, brother-in-law, God brother, nephew, cousins, and a host of other family members. Connie
leaves to mourn his loss: his sweetie Helen; their children Kimberly (Neal), Deon (Lakiya), April (Anthony), Alicia,
Donald (Yvette) and Peggy; grandchildren Troy, Jalin, Rashaud, Jalaia, Anthony, Jr., Alaycea, Autumn, Donald Edwards,
III (Tre), Yasmin, Kimaya, Zaneah, Isaiah, Khaleah, and Jazmine; great-grandchildren Shyanne, Messiah, Jayce, Zhara,
Makenna, Zemi, Harlem and Tara; sister Gloria (John); brother-in-law James (Poogie); aunts Vicky Harley (Godmother)
and Veronica (Lucille) Proctor; God sisters Brenda, Wanda, Sheila and Lynn; God brothers Wayne and Blaine; nieces
Dawn (Tisha) and Danielle (Ashley); nephews Jeffrey, John C. and Daniel; ex-wife Angela; in-laws Johnny and Anna
Proctor; sisters-in-law Ann (Richard), Mary Moore, Monica (Kevin), and Dina (Ted); brothers-in-law Damon and Trent
as well as a host of great nieces, great nephews, cousins, and other family and friends.
