Joyce Lee Phillips, “Moma”age 77 of Upper Marlboro, MD, died on November 19, 2014 in LaPlata, MD. Born in Washington, DC on December 4, 2014, she is the daughter of the late Sophie Ellen (Stamp) Garner and Walter Neal Garner. Moma loved taking care of others, especially her family. She loved to cook, go shopping and spend vacation time in Tennessee with her beloved companion Ronnie. She is the beloved mother of Ellie Bullard (Ronald) of Nanjemoy, MD, Debbie Phillips (Paul Blake) of Waldorf, MD, Marie Phillips of Lothian, MD and Lee Phillips (Angelica) of Garland, TX; devoted sister of Edward Neal (Bettye) of Sebring, FL; loving grandmother of Justice Phillips, Kevin Phillips and Karie Phillips; dear aunt of Gina Dolin and Ronald Wilson II (Suzie) and great-aunt of Christopher Dolan and Ronald Wilson III.
