R. Frances Payne, 96, of Upper Marlboro, MD, died on September 22, 2015. Frances was born in Catlett, a small community in Fauquier County, VA, the oldest of nine children to the late Lucy Emily (Carrico) and Turner Ashby Payne. After graduating from high school, Frances began working for Peoples Drug Stores, now known as CVS. There, Frances began her career working as a Cosmetician, selling and applying cosmetics to women until her retirement. Frances enjoyed listening to music, watching old movies, and traveling within the United States. She was extremely versed in trivia, and held interest in game shows such as Jeopardy. Up until recently, she was always listening to sports, especially rooting for the Washington teams. In addition to her parents, Frances was predeceased by all of her siblings, the late Helen Risley, Paul Payne, Dorothy Latimer, Geraldine Wyvill, Ray Payne, Jack Payne, Russell Payne and Nancy Ameigh.
