Dr. Richard Henry “Dick” Bucher, Lieutenant Colonel, U.S. Air Force (Ret.), passed away on Monday, January 4th, 2016 while traveling in Honolulu, Hawaii. He is survived by his wife of 54 years, Carol Bucher, and his three children, Craig, Christine, and Kevin Bucher. Dick was born in Saint Paul, Minnesota, and attended the University of Minnesota before earning both a master’s and a doctorate from Duke University in Durham, North Carolina. Colonel Bucher was a twenty-year veteran of the U.S. Air Force, serving at various locations in the United States and Europe during the Cold War, as well as serving as a professor at the Air Force Academy and ROTC instructor at the University of North Carolina. He culminated his military career in the Special Action Office for Drug Abuse Prevention, part of the Executive Office of the President, during the Nixon, Ford, and Carter administrations. Continuing his career in substance abuse prevention and employee assistance programs, Dick served as senior vice president at Bensinger, DuPont & Associates in Rockville, Maryland. He also continued to teach political science and public administration as an adjunct professor at several local universities and national distance learning programs. Viewing and celebration of Dick’s life will be held at 2:00 p.m. on Saturday, January 30th, 2016 at Lee Funeral Home, Inc., in Clinton, Maryland, with a funeral service at 4:00 p.m. Military services at Arlington National Cemetery will be held on Friday, April 1, 2016 at 1:00 P.M.
